Question : e-Office Programme

(a) whether the Indian Railways has recently signed an MoU with the RailTel in order to implement Phase-II of e-Office programme, if so, the details thereof;

(b) whether Railways has achieved the targets of e-Office in Phase-I, if so, the details thereof;

(c) the amount of funds allocated by the Government during each of the last three years and the current year for the said project;

(d) whether the Government has issued any guidelines for the use of internet and e-mail in office work for promoting paperless office work, if so, the achievements made in this regard; and

(e) the other steps taken by the Government to encourage paper-less work culture which saves operational cost and also reduces the carbon foot print?

(a): Yes, Sir. Indian Railways have signed Memorandum of Understanding with RailTel on 10.01.2020 for implementation of Phase-II of e-office programme in 34 Divisions, covering approximately 39000 users by end of June 2020.

(b): Yes, Sir. E-office has been implemented in all the 59 targeted Railway Units in Phase-I, covering more than 53000 users. Details are Appended.
(c): `86.25 crores have been allotted for e-office Phase-I project during last 2 years as per details given below:-
FY 2018-19 : `14.03 crores.
FY 2019-20 : `72.22 crores.

(d) & (e): Yes, Sir. For promoting paper-less office work, Ministry of Railways has issued instructions to implement E-Office over Indian Railways. The use of E-Office by more than 53000 users, has resulted in reduction of consumption of paper, improved efficiency, ease of working and enhanced transparency in the system.
