Question : ASSESSMENT OF HIGHER EDUCATION

(a) whether the Government has made any assessment of the progress of higher education in Uttarakhand during the last three years;

(b) if so, the details thereof;

(c) the total expenditure incurred in Uttarakhand by the Union Government during the said period and the outcome thereof;

(d) whether the Government proposes to set up higher educational ins- titutions i.e. Central Universities/technical and management institutes in the State; and

(e) if so, the details thereof and if not, the reasons therefor?

(a) & (b): Under the Centrally Sponsored Scheme of the Rashtriya Uchchatar Shiksha Abhiyan (RUSA), the State Governments, including the State of Utta- rakhand prepare their State Higher Education Plans (SHEPs). These SHEPs are appraised and their compliance to certain academic, administrative and gove- rnance reforms and other schematic norms are evaluated. While considering proposals under the various components of RUSA, the Project Approval Board (PAB), reviews the implementation of approved projects and utilisation of funds, based on which, further approvals are given by the PAB.

(c): The scheme / institution-wise funds released by the Central Government for the State of Uttarakhand during the last three years are as follows:

 (d): No, Madam. At present, the Ministry of Human Resource Development (MHRD) does not plan to set up any such institution in the State of Uttarakhand. 
 
 (e): The MHRD has already set up a Central University, an Indian Institute of Technology, a National Institute of Technology and an Indian Institute of Management in the state.
