Question : Standards for Prison

(a) whether the current prison to population ratio of India follow international standards;

(b) if so, the current prison to inmates ratio in the State of Telangana;

(c) the total funds granted by the Government for the improvement of prison since 2014 to the State of Telangana, year-wise;

(d) whether the Government has received the Fund Utilisation Certificate for all the funds during the said period; and

(e) if so, the details thereof?

(a) and (b): National Crime Records Bureau (NCRB) compiles prison statistics reported to it by the States and Union Territories (UTs) and publishes the same in its annual publication “Prison Statistics India”. The latest published report is of the year 2020. State/UT-wise number of prisons, its available capacity and inmate population as on 31st December, 2020 are given in Annexure.

(c) to (e): Prisons’/‘persons detained therein’ is a ‘State’ subject under Entry 4 of List II of the Seventh Schedule to the Constitution of India. Administration and management of prisons and prison inmates is the responsibility of respective State Governments, who are competent for providing adequate funds and resources for improvement in prison infrastructure and facilities. However, the Ministry of Home Affairs (MHA) had released Rs. 1.70 crore, Rs. 1.38 crore and Rs.1.30 crore to the State Government of Telangana in the Financial Years (FY) 2017-18, 2018-19 and 2019-20 respectively for E-prisons project, for computerization of prison operations and digitization of prison records. Utilization Certificates of the amount released to the State Government of Telangana from FY 2017-18 to FY 2019-20 have been received.
