Question : Schemes for Youth Affairs and Sports

(a) whether sufficient funds are made available for youth and sports activities in the country and if so, the details thereof, separately;

(b) the details of schemes/programmes implemented by the Government for promotion of sports and youth affairs along with the funds allocated/released to various States and the details of released funds spent by the States during the each of the last three years and the current year, State/UT and scheme/programme-wise;

(c) the number of sports persons benefited under the said sports schemes programmes during the said period; State/ UT-wise;

(d) the details of proposals received from the States for development and promotion of sports in the country under the various schemes along with the action taken thereon during the said period, State/ UT and scheme-wise; and

(e) the number of proposals that are still pending with the Government and the time by which these are likely to be cleared State/UT wise?

(a) Yes Madam. Sufficient funds are available for Youth and Sports activities. Scheme-wise allocation of funds for Youth Affairs and Sports during the current financial year are given in Annexure-I.

(b) The Ministry is implementing various schemes for the improvement/development of youth and sports activities in the country:

The details of scheme wise allocation and expenditure under the various schemes/ programmes during each of the last three years and the current year is at Annexure-II.

(c) The Department of Sports does not maintain data about the sportspersons benefited under various schemes as the funds in respect of various schemes are given to the National Sports Federations and the State Governments/Union Territories although ultimate beneficiaries are sportspersons.

(d) & (e): Release of grants under Rajiv Gandhi Khel Abhiyan (RGKA) and Urban Sports Infrastructure Scheme (USIS) are demand-driven and made against proposals received from States /UTs and other eligible entities, and which are complete in all respects as per provisions of the respective Scheme and subject to the condition that no Utilisation Certificate(UC) is pending from the concerned State/UT against grants released by this Directorate. Complete proposals (subject to no pendency of UC) are processed for release of grants within two weeks of its receipt. As on date, no proposal received from any State/UT, is pending beyond two weeks.
