Question : Power Generation from Renewable Energy Sources

(a) the details of the targets set and the achievements made by the Government in power generation from various renewable energy sources including the projects undertaken/proposed to be undertaken in the country along with the funds allocated/ released and utilised thereunder during the last three years and the current year, State/ UT-wise including Maharashtra;
( b ) the details of the proposals received by the Union Government from different States for renewable energy based power generation projects and the action taken thereon during the said period, State-wise;
(c) the time by which the pending proposals are likely to be cleared by the Union Government;
(d) the monitoring mechanism set up by the Union Government to monitor the appropriate use of funds allocated to States for the development and promotion of sources of renewable energy; and
(e) the measures taken by the Government to augment the grid related infrastructure in the country and bring uniformity in the renewal purchase obligation mechanism throughout the country?

(a) : The details of targets set and achievements made in power generation from various renewable energy sources in the country during the last three years are as follows:

The State/UT wise details of Central Financial Assistance provided for the various renewable energy projects including Maharashtra during last three years and current year are given in the attached Annexure.-II

(b) & (c) : Proposals are received from State Governments and UT Administrations for sanction of the eligible central finance assistance (CFA) for different categories of end users and beneficiaries (government bodies / private developers / industry / NGOs / individuals) under various schemes and programmes of the Ministry for promotion of grid-interactive renewable power projects as well as off-grid, decentralized renewable energy systems. Such proposals are received on a regular basis and those found complete in all respects as per guidelines are approved for sanction and disbursement of eligible CFA in line with provisions of the respective schemes/programmes subject to availability of funds.
(d) : The states are generally utilizing the funds allocated to them as per guidelines of the respective programmes/schemes. To ensure proper utilization of the funds, MNRE obtains periodic physical & financial progress reports, utilization certificates & audited statements of expenditure. To encourage and motivate the State Departments/State Nodal Agencies and other Stakeholder for timely utilization of funds, meetings are convened with them periodically to review the progress of projects and the pace of utilization of funds and to address their problems in effective implementation of schemes/programmes. State Nodal Officers in the Ministry also undertakes inspection visits to project sites to ascertain the quantity and quality of project implementation and systems deployed, etc. (e) : The Government is implementing ‘Green Energy Corridor Project’ for strengthening intra-state and inter-state transmission system along with other Grid related infrastructure for the likely renewable power capacity addition to facilitate integration of large scale renewable energy generation, in the renewable rich states of Andhra Pradesh, Gujrat, Himachal Pradesh, Karnataka, Maharashtra, Rajasthan, Tamil Nadu, Jammu & Kashmir and Madhya Pradesh. The funding pattern for creating intra-state transmission infrastructure is approved as share of KfW loan (40% of the cost) and grants from National Clean Energy Fund (40% of the cost) and the remaining 20% as state contribution. The Inter- State Transmission Projects are proposed to be funded with 70% KfW loan and 30% equity by Power Grid Corporation of India Limited (PGCIL). The setting up of Renewable Energy Management Systems (REMCs) to be funded from budgetary sources.
The Government has recently approved amendments in Tariff Policy in January, 2016 which envisages prescription of long term trajectory of RPO prescribing minimum purchase of solar energy to promote the renewable energy, from the date of notification of the policy, which shall be such that it reaches up to 8% of the total electricity consumption excluding Hydro power by March 2022.
