Question : EFFLUENTS FROM COAL BASED POWER PLANTS



(a) whether the Government have asked the coal based power plants to reduce the level of effluents emanating from them;

(b) if so, the details in this regard;

(c) whether the Government propose to issue any directions to this effect;

(d) if so, the time by which the same would be done; and

(e) if not, the reasons therefor?

STATEMENT
STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF STARRED QUESTION NO. 250 TO BE ANSWERED IN THE LOK SABHA ON 13.3.2000 REGARDING EFFLUENTS FROM COAL BASED POWER PLANTS.

(a) & (b) : The emission standards in respect of coal based power plants have been notified by Rules framed under Sections 6 and 25 of the Environment (Protection) Act, 1986 by the Ministry of Environment and Forests, Government of India.

The standards notified for liquid effluents and gaseous emissions are given in the Annexure.

(c) to (e) : The Central Pollution Control Board (CPCB) has taken steps for the enforcement of the environmental standards in coal based power plants. Out of 77 thermal power plants, 35 plants comply with emission standards. 3 thermal power plants are presently not in operation. The Central Pollution Control Board has issued directions to those thermal power stations which have not taken up measures to control the emissions/effluents, under Section 5 of the Environment (Protection) Act, 1986 to upgrade their pollution control systems.
