Question : Implementation of Ayushman Bharat Yojana

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the efforts being made by the Government to make Ayushman Bharat Yojana holistic, beneficial, comprehensive, streamlined and easy-to-access on the lines of Pulse-Polio-Campaign;

(b) whether indifferent attitude is adopted by certain private hospitals while providing treatment to the beneficiaries of Ayushman Bharat Yojana and other Central health scheme card holders;

(c) whether there is any complaint redressal system at Central and State level to deal with such a situation;

(d) whether Jan Aushadhi Kendras are making medicines available at affordable rates if so, the details thereof; and

(e) the efforts being made to increase the number of such kendras?

(a): As part of Ayushman Bharat, the Government is supporting the States for strengthening Sub Health Centres and Primary Health Centres to be transformed as Health and Wellness Centres (AB-HWCs) for provision of comprehensive primary health care with continuum of care approach. Services at Ayushman Bharat- Health & Wellness Centres (AB-HWCs) are free and universal to all individuals residing in the service area.

Under AB-HWCs, Comprehensive Primary Healthcare is being provided to include promotive, preventive, curative, palliative and rehabilitative services. Services like Population based enumeration of persons above 30 years of age and screening of individuals prioritizing high risk cases for Non Communicable Diseases – Hypertension, Diabetes and three common cancers (oral, cervix and breast) along with communicable diseases like TB and leprosy has been initiated at these AB-HWCs. Health promotion and wellness activities like Yoga and other physical activities are also being provided, apart from services already being made available for Maternal and Child Health including immunization and communicable diseases.


Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) aims to provide health cover of Rs. 5 lakh per family per year for secondary and tertiary care hospitalization to around 10.74 crore poor and vulnerable families (approximately 50 crore individuals) identified as per Socio- Economic Caste Census database. There is no cap on the family size under the scheme. The salient features of the scheme are at Annexure I.

Further, keysteps takento make benefits under AB-PMJAY accessible to all the entitled beneficiaries are as under –
• As on 04.02.2020, 21,789 hospitals have been empanelled under AB-PMJAY across the country. These hospitals are from Public sector, Private sector, and hospitals under the administrative control of Ministry of Railways, Coal India Limited, Ministry of Home Affairs, and other Ministries of Central Government. Also, a beneficiary from one State can avail benefits from an empanelled Hospital anywhere in the Country.
• To facilitate availing of benefits, e- cards are issued at the point of service i.e. empanelled hospitals. Further, Memorandum of Understanding has been signed with Common Service Centres (CSC) e-governance India Ltd for beneficiary identification and issuing of e-cards. States/UTs have also been advised to issue e-cards to entitled beneficiaries in mission mode.
• Different mediums of communications like radio, TV, hording etc have been deployed for spreading awareness about the scheme.
• Details about the scheme are available to the beneficiaries through website(www.pmjay.gov.in).

(b): No.

As on 04.02.2020, total 10,032 private hospitals are empanelled under AB-PMJAYfor providing hospitalization care services. In case of any grievance from the beneficiary, the matter is taken up for redressal.

(c): To ensure that disputes and grievances involving beneficiaries, healthcare provider and other stakeholders are resolved in an efficient, transparent and time bound manner, Grievance Redressal Guidelines have been developed and a Central Grievance Redressal Management System has been established. Grievances can be registered on the portal, through national call centre (14555) or PMJAY website, through mail, letter, fax etc. forresolution as per a well-defined process. Also, a three-tier grievance redressal structure has been setup to ensure timely redressal of grievances at District, State & National level.

(d): With an objective of making quality generic medicines available at affordable prices to all, Government of India has launched the Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP). Under this scheme, dedicated outlets known as Janaushadhi Kendra are opened to provide generic medicines. The medicine under PMBJP is priced on the principle of a maximum of 50% of the average price of the top three branded medicines. Therefore, the price of a Jan Aushadhi Medicines is cheaper by at least 50% and in some cases, by 80% to 90% of the market price of branded medicines.
(e): By the end of March 2014, 72 Janaushadhi Kendras were functional in the country. As on 03.02.2020, 6085 Janaushadhi Kendras are functional across the country. Year-wise details about number of functional Janaushadhi Kendras are as under-

Department of Pharmaceuticals has written letters to Chief Ministers, Chief Secretaries and District Magistrates to open Janaushadhi Kendras in the maximum number of Government Hospitals to make available quality generic medicines at affordable prices to the citizens.

Further, Bureau of Pharma PSUs of India (BPPI), the implementing agency of PMBJP has requested these states several times for providing free space in Government Hospitals for opening of Janaushadhi Kendras and conducted meetings with State Governments officers. BPPI also organizes workshops and seminars to encourage private entrepreneurs and Pharmacists for opening Janaushadhi Kendras.
