Question : Implementation of Ayushman Bharat Digital Mission

(a) whether digital health solutions across healthcare ecosystem had proved to be of immense benefit over the years with initiatives like; COWIN, ArogayaSetu, e-Sanjeevani etc., and if so, the efforts made the further improve this ecosystem;

(b) the details of progress made in the implementation of Ayushman Bharat Digital Mission (ABDM) at national level;

(c) whether the implementation of ABDM is going to bridge the rural- urban inequalities prevailing in digital infrastructure and healthcare in the country and if so, the details thereof along with the manner in which it addresses the inequality issue;

(d) the number of Digital Health IDs created so far, State/UT-wise;

(e) whether the Health IDs created are linked to Aadhaar and if so, the roadmap devised for its effective implementation;

(f) the present status of implementation of the mission along with the funds sanctioned/spent till date; and

(g) whether the Government proposes to make any amendments to the health ID programme and if so, the details thereof?

(a) to (g): Government has utilized digital technologies in various health interventions such as CoWIN, eSanjeevani, ArogayaSetu etc. at national level, which have benefitted patients through quality, affordable & timely healthcare services delivery.


Ayushman Bharat Digital Mission (ABDM) seeks to promote digitalization of healthcare and create an interoperable digital health ecosystem for the country so that healthcare becomes more accessible and affordable.

ABDM aims to develop core modules such as registry of Health facilities, Healthcare professionals etc. required for interoperability so that various digital health system can interact with each other.

As on 15th July 2022, a total 22,97,64,327 Ayushman Bharat Health Account (ABHA) number has been created. (State wise ABHA number detail is attached as Annexure – A). Further, 1,07,740 Health Facilities and 27,614 Healthcare Professionals have been registered and 6,23,899 ABHA Mobile App has been downloaded.

Inclusion is one of the core design principles for all ABDM building blocks. For citizens who require assistance for creation of ABHAs, assisted modes have been rolled out. Further, offline ABHA generation module has been rolled out in rural areas wherein interconnectivity is limited or not available.

Aadhaar number is one of the means to create ABHA number. A user can also create the ABHA number from driving license. 92.46% of ABHA numbers are created from Aadhaar (as of July 15, 2022).

On 26th February 2022, the Union cabinet has approved the national roll out of Central Sector Scheme, Ayushman Bharat Digital Mission (ABDM) with a budget of Rs.1600 crore for five years. As on date, Rs. 60.00 Crore has been released to National Health Authority for implementation of the mission.
