Question : Metro Rail Projects in Tamil Nadu

(a) the details of the ongoing underground metro rail projects within Tamil Nadu;

(b) the funds sanctioned, allocated and utilized for this within Tamil Nadu;

(c) the details of the targets set and the achievements made so far;

(d) whether the Government has signed an agreement to ensure the dewatered groundwater under the ongoing projects and if so, the details thereof and if not, the reasons therefor; and

(e) the time by which these are likely to be operated?

(a) The details of ongoing Metro Rail projects in Tamil Nadu, having underground alignment, are as follows:

(b) Details of funds sanctioned, allocated and utilized for the said projects are as follows:
• Chennai Metro Rail Project Phase I: An amount of Rs. 2,190 Crore under equity, Rs. 844 Crore under Subordinate debt and Rs. 8,646 Crore under Pass Through Assistance have been sanctioned/ allocated by Government of India for the project, which have been fully released/ utilized.
• Extension of Corridor 1 of Chennai Metro Rail Project Phase I : An amount of Rs. 508 Crore under equity, Rs. 205 Crore under Subordinate Debt and Rs. 2,141 Crore under Pass Through Assistance have been sanctioned/ allocated by Government of India for the project, out of which Rs. 508 Crore under equity, Rs. 154 Crore under Subordinate debt and Rs. 2,141 Crore under Pass Through Assistance have been released/ utilized.
• Chennai Metro Rail Project Phase II: This is being implemented as a state sector project at present. No funds have been sanctioned/ released by Government of India for the project.


(c) Details of the targets set and achievements made so far are given at Annexure.

(d) No, Sir. Chennai Metro Rail Limited has informed that the Metro Railway Administration is empowered to open, divert or temporarily close, as the case may be, any trench, drain, channel, ditch or any other device etc. for carrying rain water/sub-soil water during construction, in terms of Section 19(1) (c) of The Metro Railways (Construction of Works) Act, 1978.

(e) Chennai Metro Rail Project Phase I is fully operational since February 2019. Extension of Corridor 1of Chennai Metro Rail Project Phase I is likely to be operational by 31.07.2020. 52 km priority Corridor of Chennai Metro Rail Project Phase II is likely to be operational by 30.04.2026 and balance 66 km by 30.04.2027.
