Question : Funds to Kerala under PMGSY

(a) the date of granting permission to second phase of Pradhan Mantri Gram Sadak Yojana (PMGSY) in Kerala and the quantum of funds allocated to the State for the phase;

(b) whether the Union Government received any proposals from the State for construction of rural roads under PMGSY;

(c) if so, the details thereof including the current status of each proposal and the time by which all these proposals are likely to be approved and completed; and

(d) whether Malappuram district was included in the list of roads sanctioned by the Union Government and if so, the details thereof and if not, the reasons therefor?

(a) to (d): Pradhan Mantri Gram Sadak Yojana-II (PMGSY-II) launched in May, 2013, envisages consolidation of the existing Rural Road Network to improve its overall efficiency as a provider of transportation services for people, goods and services. It aims to cover upgradation of existing selected rural roads based on their economic potential and their role in facilitating the growth of rural market centres and rural hubs. For the 12th Five year plan, under PMGSY-II, 570 km of road length has been allocated to Kerala. Based on the proposals submitted by the State of Kerala, the Ministry sanctioned 84 roads for upgradation with a road length of 319.984 km amounting to Rs.274.20 crore under PMGSY-II on 8th November, 2016, which does not include any road work in Malappuram district.

Under PMGSY, the Annual Allocation of Kerala during 2016-17 is Rs 300 crore, which includes Rs 120 crore as state share. Against the Central share of Rs 180 crore, kerala has been released Rs. 133.4335 crore (till 30.1.2017). The State is allowed to utilise the funds for both PMGSY-I & PMGSY-II works.
