Question : Benefits of PMKSY for Farmers

(a) whether the Pradhan Mantri Kisan Sampada Yojana (PMKSY) was launched with a view to benefit the farmers;

(b) if so, the extent to which the farmers in Tamil Nadu who have actually been benefited since the launching of the scheme along with the challenges faced by the Government while implementing the Yojana;

(c) whether the Government has achieved the objectives for which the PMKSY was launched, if so, the details thereof and if not, the corrective steps taken in this regard;

(d) whether the Government has made any assessment regarding the works and performance of PMKSY during the last three years and current year and if so, the details thereof and outcome thereof;

(e) the details of proposals received so far from various State Governments including Tamil Nadu and Entrepreneurs for setting up of food processing units under PMKSY and the action taken by the Government thereto; and

(f) whether the Government has approved the proposals under the scheme for Creation of Infrastructure for Agro-Processing Clusters of PMKSY, if so, the details thereof, State-wise?

(a): Yes sir, Pradhan Mantri Kisan SAMPADA Yojana (PMKSY) was launched for overall growth and development of food processing sector including augmenting the preservation and processing capacity in the sector and thus benefitting the farmers.

(b) to (d): The PMKSY has largely achieved its objectives and has substantially benefitted farmers across the country including Tamil Nadu State. Ministry does not face any major challenges in implementation of the PMKSY in the state. The evaluation studies conducted for the relevant component schemes of PMKSY have also concluded substantial benefit to the farmers from assisted projects. The evaluation study of Integrated Cold Chain and Value Addition Infrastructure Scheme under PMKSY, conducted by M/s NABARD Consultancy Limited (NABCONS) in Year 2020, has estimated that captive projects under the scheme have resulted in increase in farm-gate prices by 12.38 % and each project is estimated to benefit more than 9500 farmers. Ministry has restructured component schemes of PMKSY for implementation during 15th Finance Commission Cycle to further meet the objectives for the sector.

(e): PMKSY is not any region or state specific but demand driven and financial assistance is provided to the eligible applicants selected on the basis of Expression of Interest (EoI) issued from time to time. So far, Ministry has approved a total of 41 Mega food Parks(MFP), 350 Cold Chain projects, 68 Agro Processing Clusters (APC), 288 Food Processing Units, 61 Creation of Backward & Forward Linkages (CBFL) Projects, 6 Operation Green (OG) projects and 175 Food Testing Labs (FTL) across the country, under corresponding component schemes of PMKSY since their inception. Out of these, 1 MFP, 16 Cold Chain projects, 11 APC, 22 Food Processing Units, 9 CBFL and 20 FTL projects are located in Tamil Nadu.

(f): The details of projects approved under the scheme for Creation of Infrastructure for Agro-Processing Clusters of PMKSY are placed at Annexure.
