(a) & (b): Projects on Indian Railways are generally sanctioned in
accordance with norms laid down in the National Transport Policy, 1980.
Besides this, projects are also taken up on socio-economic considerations
for development of economically backward areas.
30 New Line & 3 Gauge Conversion projects have been taken up with
negative rate of return (RoR) during last 3 years i.e. 2008-09, 2009-10,
2010-11 and the current year.
Sanction of projects is a continuous process. Railways have
recommended 89 proposals for new line and gauge conversion for
`in principle` approval of Planning Commission.
