Question : FPI Schemes

(a) the names of the schemes being implemented by the Government to promote food processing industries in the country;

(b) whether the Government has received proposals to implement the schemes related to food processing industries from Gujarat and other States and if so, the details of the action taken by the Government in this regard;

(c) whether the Government has implemented or proposes to implement any special incentive scheme to set up food processing industry in the country including Maharashtra, if so, the details and the outcome/likely outcome thereof; and

(d) if not, whether the Government is likely to formulate any scheme in this regard to remove backwardness of this region and if so, the details thereof?

THE MINISTER OF STATE FOR FOOD PROCESSING INDUSTRIES

(a) & (b): The Ministry of Food Processing Industries (MoFPI) is implementing the Central Sector Umbrella Scheme- PRADHAN MANTRI KISAN SAMPADA YOJANA (PMKSY) with the scheme components viz: (i) Mega Food Parks, (ii) Integrated Cold Chain and Value Addition Infrastructure, (iii) Infrastructure for Agro-processing Clusters, (iv) Creation of Backward and Forward Linkages (v) Creation / Expansion of Food Processing & Preservation Capacities, (vi) Food Safety and Quality Assurance Infrastructure and (vii) Human Resources and Institutions for promotion of food processing industries across the country including the states of Gujarat and Maharashtra.

The Ministry is also implementing the scheme "Operation Greens" as a vertical of PMKSY since November, 2018 for integrated development of value/supply chain of tomato, onion and potato (TOP) crops in selected States on pilot basis that includes the States of Gujarat and Maharashtra.

The Ministry of Food Processing industries does not setup any food processing industries/ units/projects on its own. It provides financial assistance in the form of Grant-in-Aid to the individual, farmers, Farmer Producer Organisations (FPOs), Entrepreneurs, Cooperatives, Societies, Self Help Groups (SHGs), Private Companies and Central/ State PSUs etc. under its various schemes for setting up of food processing industries/ units/ projects. The Schemes are demand driven. Financial assistance to the eligible applicant is provided as per the Scheme guidelines and against the Expression of Interest issued by the Ministry from time to time.

A statement indicating state-wise number of projects approved for financial assistance under various schemes of PMKSY including the states of Gujarat and Maharashtra during the last three years is at Annexure-I.
