(a) to (e) A statement is laid on the Table of the House.
Statement in reply to Parts (a) to (e) of Lok Sabha Starred Question No. 206 for answer on 09.03.2021
(a) There are 262 permissible works under Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS) of this, 182 works are related to Natural Resource Management out of which 85 are water related works and out of total works, 164 works are related to agriculture and allied activities. These works are derived from Schedule I of the Act. In the Schedule I, the works have been classified under major categories as under;
As per Schedule I Section 4(3), Para 4(1),
I. Category: A: Public works relating to Natural Resource Management
II. Category: B: Community assets or Individual assets for vulnerable sections (only for households in Paragraph 5)
III. Category: C: Common Infrastructure (Including for NRLM) Compliant Self Help Groups
IV. Category: D: Rural Infrastructure
In the Management information System (MIS) of Mahatma Gandhi NREGS, provision has been made to capture the details of works in 17 categories. In this regard, the detail is at Annexure-I.
States/UTs-wise details of ongoing works, completed works and expenditure on works under Mahatma Gandhi NREGS during last three years are at Annexure-II. The district-wise ongoing works, completed works and expenditure on its work under Mahatma Gandhi NREGS in the State of Rajasthan during last three years are at Annexure-III.
(b) & (c) As per Schedule I of the Mahatma Gandhi NREGA, contour trenches and contour bunds are permissible activity under Mahatma Gandhi NREGA. The work is permissible for community as well as individual beneficiaries. The beneficiaries covered under Contour bund/trench work in the State of Rajasthan are 6888 numbers. The details of individual works related to contour bunding and contour trenches taken up in the States of Rajasthan under Mahatma Gandhi NREGS are at Annexure-IV
(d) & (e) Para 22 of Schedule-1, Mahatma Gandhi NREGA, lays down that “As far as practicable, works executed by the programme implementing agencies shall be performed by using manual labour and no labour displacing machine shall be used.” However there may be activities in executing works which cannot be carried out by manual labour, where use of machine may become essential for maintaining the quality and durability of work to be completed under Mahatma Gandhi NREGS. A suggested list of machines which can be used under Mahatma Gandhi NREGA, are at Annexure-V.
