Question : Registered Start-ups

(a) the number of start-ups that have been registered since 2014;

(b) the top five sectors in which the maximum number of start-ups have been opened since 2014;

(c) whether any support has been provided by the Government to these start-ups including any special package to them to raise foreign venture capital;
(d) if so, the details thereof and if not, the reasons therefor;

(e) the details of the top five States where the maximum number of start-ups have opened since 2014 along with the data in this regard;

(f) whether the Government is considering to give relaxation period of five years to obtain all licenses and NOCs for the MSME start-ups units; and

(g) if so, the details thereof?

(a): The Start-up India Action Plan was launched on 16th January, 2016. The recognition of start-ups commenced after launch of the Action Plan. As on 21st November 2019, a total of 24,940 startups have been recognized by Department for Promotion of Industry and Internal Trade (DPIIT).

(b): The top five sectors in which maximum number of start-ups have been recognized by DPIIT since launch of the initiative are as under:

(c) & (d): Start-ups recognized by DPIIT are eligible for following incentives:

i) Self-Certification under 6 Labour Laws & 3 Environmental Laws
ii) Relaxations in Public Procurement Norms
iii) Faster exit under the Bankruptcy Code
iv) Rebates on Patent & Trademark filing fees, support from facilitators and expedited examination of Patent application
v) Income Tax exemption under Section 80 IAC of Income Tax Act
vi) Exemption from Income Tax on investments received above fair market value under clause (ii) of the proviso to clause (viib) of sub-section (2) of section 56 of the Income Tax Act
vii) Funding support under the Fund of Funds for start-ups
viii) Guidance and facilitation support from Start-up India Hub

Further, to attract foreign investments in the country, and showcase its diverse market and transformative technology innovations to the Investors across the world, DPIIT organized the Startup India Global Venture Capital Summit on 6th and 7th December 2018, bringing together over 250 participants from over 20 countries across the globe.

DPIIT is organizing the 2nd edition of Global Venture Capital Summit at 7th December 2019 in Goa in association with Government of Goa.
(e): The top five States from where the maximum number of start-ups have been recognized by DPIIT since the launch of the initiative are as under:
