Question : Projects under AMRUT

(a) the present status of ongoing projects under the Atal Mission for
Rejuvenation and Urban Transformation (AMRUT) in Madhya Pradesh;

(b) the details of the funds allocated and utilised in the State under the Mission, district-wise especially in Bhind Constituency of Madhya Pradesh; and

(c) whether the State Government has made any request for additional allocation of funds under the Mission and if so, the details thereof?

(a): For the State of Madhya Pradesh, State Annual Action Plans (SAAPs) amounting to ?6,200.67 crore, including committed Central Assistance of ?2,592.86 crore have been approved under Atal Mission for Rejuvenation and Urban Transformation (AMRUT). The State of Madhya Pradesh has, however, taken up 213 projects amounting to ?6,637.48 crore, which is in excess of the approved SAAPs. The entire additional cost of the projects will be borne by the State.
Of these 213 projects taken up by the State Government in the sectors of Water Supply, Sewerage & Septage Management, Storm Water Drainage, Non-Motorised Urban Transport and development of Green Spaces/Parks, works have been completed for 170 projects costing ?3,315.48 crore, while

43 projects costing ?3,322 crore have been grounded and are at various stages of implementation.

(b): Under AMRUT, Central funds are allocated and released to the State as per the Mission guidelines and not city-wise or district –wise.For the State of Madhya Pradesh, Central Assistance of ?2,592.86 crore has been allocated for the entire Mission period towards implementation of projects taken up under AMRUT. So far, ?2,497.06 crore has been released to the Government of Madhya Pradesh for implementation of AMRUT projects against which, Utilization Certificates amounting to ?2,396.29 crore have been received.
For the city of Bhind, State Government has taken up 4 projects costing ?89.08 crore, of which 2 projects of development of Parks/Green spaces costing ?1.30 crore have been completed. The remaining 2 projects costing ?84.16 crore and ?3.62 crore in the sectors of Sewerage & Septage Management and Non-Motorised Urban Transport respectively have been grounded and are at various stages of implementation.

(c): Government of Madhya Pradesh, in May 2021, had submitted a request for funds amounting to ?138.91 crore (or a part of it) as additional Central share over and above the maximum committed Central Assistance of ?2,592.86 crore under AMRUT, to cover the additional burden of Goods and Services Tax (GST) towards such projects which were awarded under AMRUT during the pre-GST regime.
However, this Ministry conveyed its inability to provide any additional Central funding over and above the State’s maximum committed Central Assistance as the central funding to States/UTs under AMRUT is capped to the maximum committed Central Assistance in the approved SAAPs and there were no untied funds available under AMRUT.
