(a) For the year 2018-19, based on the assessment by Inter-Ministerial Central Team (IMCT) and recommendation from SC-NEC, High Level Committee(HLC), Govt. of India approved additional financial assistance amounting to Rs. 3048.39 crore from National Disaster Relief Fund(NDRF). Further, Rs. 192.60 crore as Central share of State Disaster Response Fund (including advance) were released to the State during 2018. For the year 2019-20, IMCT visited Kerala to assess damages in the wake of floods during 2019. Report of the IMCT is awaited for further action. However, Rs. 52.28 crore have been released to the State as Central share of State Disaster Response Fund in July, 2019.
(b) In the wake of damages caused due to floods in 2019, Rs. 1200.00 crore were released to the State of Karnataka and Rs. 613.75 crore to Bihar (including advance from SDRF) ‘on account basis’ for immediate relief operations pending final assessment by IMCT and approval of HLC.
(c) State-wise details of financial assistance sought by various States including Kerala, Bihar and Karnataka for relief and rehabilitation are given in Annexure-‘A’ attached.
(d) & (e) Yes, State-wise details of allocation and release of financial assistance/Special relief packages during the last five years and the current year is given in Annexure-‘B’ attached.
(f) Central Finance Commission recommends State-wise and Year-wise funds
for SDRF(including Central : State share) to be released within its award period of five years for meeting the expenditure to be incurred on providing immediate relief on account of notified & specified natural disasters including floods based on the approved items and norms of assistance under NDRF/SDRF. In case of natural disasters of severe nature and shortage of funds in the SDRF, additional financial assistance from NDRF is released based on the assessment by IMCT and final approval by HLC.
