Question : CONSTRUCTION OF CWG FLATS



(a) whether the Government has received any report from the Central Building Research Institute (CBRI) wherein irregularities in the construction of CWG flats have been pointed out;

(b) if so, the details thereof alongwith the main issues raised in the said report;

(c) the reaction of the Government thereto;

(d) whether it has been reported that plasters are coming out of the walls and seepage is taking place at the basement of the flats constructed in the CWG Village; and

(e) if so, the action taken by the Government in this regard?

(a) to (c): Delhi Development Authority (DDA) has informed that the construction of CWG flats was undertaken by it under Public Private Partnership (PPP) mode. M/s Emaar MGF Construction Pvt. Ltd. was appointed as the private partner to construct these flats. DDA had appointed CBRI for quality assurance during the construction. During the period of construction CBRI had submitted 13 reports containing its observations and recommendations. The defects mainly pointed out by the CBRI during the construction were lack of cover with the reinforcement, improper beam column joints at few places, improper alignments of few columns and the waterproofing treatment of the basement. All reports of CBRI were forwarded by DDA to the Developer for rectification and majority of these defects were rectified by the agency except seepage of the basement. The compliance reports of all the reports of the CBRI after correction were given by the Developer to CBRI which noted down the same in its subsequent reports. Except for the waterproofing of the basement, most of other defects were rectified by the Project Developer but due to paucity of time, the waterproofing could not be attended to before the Games. After the Games, DDA appointed a Committee for Technical & Quality Audit with Dr. P.S. Rana (former Chairman Hudco) as Chairman and Engineer Member, DDA and Prof. A.K. Gupta of Delhi Technical University as Members. The defects pointed out by this Committee along with the waterproofing of the Basement are being rectified by the Project Developer.

(d): DDA has also informed that no plaster was coming out from the walls during the Games. However, it is true that due to seepage, water was coming in the basement. Neither CBRI nor the technical and quality audit report has pointed out any defect in the plaster.

(e): DDA has further informed that it has directed the Developer to rectify all the defects including seepage in the basement. A methodology for rectification of the seepage of the basement has been got approved from the IIT Delhi and the same is being implemented by the Project Developer at the site. All other small defects along with seepage are also being rectified by the Project Developer and will be completed by 31.12.2011.
