(a),(b)&(d): No, Madam. Steel Authority of India Limited (SAIL), has a well established system for formulation of Human Resource Plan (HRP) every year wherein all the issues like emerging requirements due to superannuations, new facilities etc. is examined and recruitment budget is approved for providing skilled manpower to ensure smooth operation of plants/units including hospitals. Plants/ Units of SAIL award job contracts for the specialised and intermittent nature as well as various ongoing project activities under the Modernisation & Expansion Programme through tendering process. Sporadic jobs, periodic Capital Repairs & intermittent maintenance jobs for Plant & equipment, jobs pertaining to new projects as well as Addition, Modification and Rectification (AMR) of existing facilities, road building, housekeeping and waste disposal, etc. are contracted out. The Contractor engages contract labour to execute the jobs contracted out to him.
