Utilisation of MPLAD funds cross 88 per cent

The expenditure incurred on works against funds released under the Members of Parliament Local Area Development scheme has crossed the 88 per cent mark since inception. According to a Report compiled by the Ministry of Statistics and Programme Implementation, the total expenditure so far, amounted to Rs.11638.46 crore. Since the inception of the scheme in December 1993, the amount released under the MPLADS, upto the end of February-2005, totalled Rs.13,200.80 crore. The funds released are non-lapsable.

The Ministry is responsible for policy formulation, monitoring the implementation of the works and release of fund. Based on the MPLADS expenditure statements received from the District Authorities, a data-base covering aspects such as funds released, number and amount of works recommended/sanctioned and expenditure incurred etc. of each Member of Parliament is collated and updated on a day-to-day basis. A detailed statement of release and expenditure is brought out every month.

The Ministry holds regular meetings in the States to review the progress of the schemes being implemented under the MPLADS. The Departments in the States and Union Territories nominated as State Nodal Departments for the MPLADS have the overall responsibility of supervising and monitoring scheme in coordination with the District and concerned Departments. The physical verification of the works is done through field inspections.

The Ministry also proposes to hold review meetings in more States for evaluating the performance of the scheme as well as revise the Guidelines in consultation with the two Parliamentary Committees of MPLADS. It will soon operationalise a scheme for on-line monitoring of the works and disseminate the information to all the Members of Parliament. The Software along with the manuals have been provided to the States and Union Territory Administrations, for effective monitoring of the works..
