The Minister of State (I/C) for Skill Development and Entrepreneurship Shri Rajiv Pratap Rudy has said that upgradation of Government Industrial Training Institutes (ITIs) is not covered under the scheme “Pradhan Mantri Kaushal Vikas Yojana (PMKVY)”.
In a written reply in the Lok Sabha today he said Government of India has approved following schemes to upgrade the infrastructure of existing Government Industrial Training Institutes (ITIs) which includes both rural and urban ITIs:
1. World Bank assisted Vocational Training Improvement Project (VTIP): The Project covers up-gradation of 400 Government ITIs covering 34 State Governments/UTs. The funding pattern between Center and State is 75: 25 (90:10 For NE States). The project started in Dec. 2007 and its closing date is September 2016.
2. Up-gradation of 1396 Government ITIs through Public Private Partnership(PPP): A total of 1227 Govt. ITIs have been covered in 31 States/UTs. Interest free loan @ Rs. 2.5 crore per ITI has been released to the 1227 ITIs. The fund was released directly to the Institute Management Committees (IMCs) Society of ITIs covered under the scheme.
3. Up-gradation of Government ITIs into Model ITIs : The scheme envisages up-gradation of at least one existing Government ITI in a State to Model ITI through IMC society with chairperson from Industry. The scheme was approved in Dec. 2014 for a total cost of 300 crore. Implementation period is 3 years i.e. till FY 2016-17. The funding pattern between Center and State is 70: 30 (90:10 For NE States).
4. Enhancing Skill Development Infrastructure in NE States & Sikkim: The scheme was formulated in 2011. At present the cost of scheme is Rs. 298.13 crore. The scheme, inter-alia, envisages ugradation of 20 ITIs by introducing three new trades per ITI and supplementing infrastructure deficiencies in 28 ITIs by constructing new hostel, boundary wall and supplementing old and obsolete tools and equipment in North Eastern States.
