Even as the Government is toying with the idea of giving a new shape and rejuvenate the 20 Point Programme (TPP), a Progress Report for the period April-July 2004, issued by the Ministry of Statistics and Programme Implementation on TPP-1986, states that the performance of seven Points has been very good i.e. 90 per cent or above the target. The areas are; Pump-sets energized, Slum improvement, Child immunization, Housing for economically weaker sections, Enhancement of the Integrated Child Development Services blocks (ICDS), Distribution of surplus land and Setting up of more Aanganwadis.
In areas like Drinking water supply, Houses for low income groups, Indira Aawaas Yojana, Bio-gas plants, Assistance to SC/ST families, Tree plantation, Village electrification, Primary health-care centres and Plantation in public and forest lands, the performance has been termed poor by the Ministry i.e. below 80 per cent of the target. There are no physical targets for Sampurna Gramin Rozgar Yojana and improved chullhas.
The Ministry has taken up an exercise of restructuring the TPP since it was last done in 1986. A need has been felt to give it a new shape and rejuvenate the TPP, due to launching of several new schemes and programmes as well as reforms introduced by the Central Government. Also, some of the existing programmes under TPP require to be given up as they have lost their relevance in the present economic/global context and achievement of the desired objectives. The Ministry is already in touch with various Central Departments, State and UT Administrations in this regard.
The States in their reports to the Ministry give monthly as well as cumulative achievements with reference to the TPP targets set by themselves.
