 The Ministry of Rural Development has granted Rs. 46.1168 crores to the State Government of Bihar as a special case in view of the floods in the state being declared as a national calamity. The assistance is towards  Ist installment of Central Share of Swarnjayanti Gram Swarojgar Yojana (SGSY) during 2008-09 and will be provided to the following District Rural Development Agencies:

 The release of funds is subject to the audit by Internal Audit of the Ministry of Rural Development. The amount should be utilized on the programme as per approved guidelines of SGSY. Accordingly, the districts will submit the Utilisation Cetrificates and Audit Reports for the years 2006-07 and 2007-08 for being eligible to release the 2nd instalment during the current financial year. Also, the second instalment will be released to only those districts who have utilized not less than 60% of the available funds, including the first instalment of the current year. The funding pattern will be 75:25 by the Centre and State. The State Government should release its share within one within one month of the fate of this sanction order.

 The accounts of all guarantee Institutions or Organizations shall be open to inspection by the sanctioning authority and audit both by the comptroller and Auditor General of India under the provision of CAG (DPC) Act 1971 and internal audit by the Principal Accounts Office of the Ministry or Department, whenever the Institution or organization is called upon to do so and a provision to this effect should invariably be incorporated in all orders sanctioning grants-in-aid.
