The Empowerment and Accountability Incentive Scheme (PEAIS) aims to (i) incentivize States to devolve 3Fs (functions, funds and functionaries) to and incentivize to put in place accountability systems to make their functioning transparent and efficient.

Awards are given to best performing States/UTs based on their rank on a Devolution Index (DI) annually. Funds are not earmarked State-wise.

Budget provision for PEAIS for each of the years from 2009-09 to 2010-11 was Rs.10.00 core per annum, which, for the year 2011-12 has been enhanced to Rs.31.00 . Details of awards given for the years 2008-09 to 2010-11 are given in Annexure-­I. The rankings of the States on DI during the last 3 years are given in Annexure-II. Incremental Devolution was introduced in the year 2010-11 only.
