India becomes the fastest country to reach 4 million COVID19 vaccination mark in 18 days; Active Caseload dips below 1.5% of the Total Cases,14 States/UTs have not reported any deaths in the last 24 hours
In a significant achievement, India has become the fastest country in the world to reach the 4 million COVID19 vaccination mark. The country has achieved this feat in 18 days. As on 1st February, 2021, India was among the top five countries in terms of number of COVID19 vaccine doses administered to people. India continues to undertake its vaccination drive at a fast pace. 14 States/UTs have not reported any deaths in the last 24 hours. These states are A&N Islands, D&D & D&N, Arunachal Pradesh, Tripura, Mizoram, Nagaland, Lakshadweep, Ladakh (UT), Sikkim, Manipur, Puducherry, Goa, Odisha and Assam. The country’s active cases have declined further to 1,60,057 in the last 24 hours. The Active Caseload of the country has fallen below 1.5% (1.49% presently) of the total cases. 11,039 new confirmed cases were recorded in the last 24 hours in the country, the lowest in seven months. 14,225 new recoveries were registered in the same period. It has led to a net decline of 3,296 cases from the total active caseload. The total recovered cases are 1,04,62,631. The National Recovery rate (97.08%) continues to be one of the highest globally. The gap between active cases and recovered cases is continuously increasing and stands at 1,03,02,574. 31States and UTs have less than 5,000 active cases. 8 States and UTs have weekly positivity rate higher than the national average (1.91%). Kerala has the highest weekly positivity rate of 12%, followed by Chhattisgarh with 7%.As on 3rd February, 2021, till 8 AM, more than 41 lakh (41,38,918) beneficiaries have received the vaccination under the countrywide COVID19 vaccination exercise. In the last 24 hours, 1,88,762 healthcare workers were vaccinated across 3,845 sessions. 76,576 sessions have been conducted so far. 85.62% of the newly recovered cases are recorded in 8 States/UTs. Kerala has contributed the highest number to the newly recovered cases (5,747), followed by Maharashtra(4,011) and Tamil Nadu (521). 83.01% of the new cases are from 6 States and UTs. Kerala has reported the highest daily new cases at 5,716. It is followed by Maharashtra and Tamil Nadu with 1,927and 510 new cases each respectively. 110 case fatalities have been reported in the past 24 hours. Five States/UTs account for 66.36%of these. Maharashtra reported maximum casualties with 30 new fatalities. It is followed by Kerala with 16 new daily deaths.

Centre rushes High Level teams to Kerala and Maharashtra for supporting the States in public health interventions for COVID19 management
Union Ministry of Health & Family Welfare has decided to depute two high-level multi-disciplinary teams to Kerala and Maharashtra to collaborate with the State Health Authorities in instituting public health measures for COVID-19 management. At a time when almost all States/Union Territories are showing a declining trend in number of cases and deaths due to COVID-19, Kerala and Maharashtra continue to report large number of cases. At present, these two States alone are contributing to almost 70% active COVID-19 cases in the country. The Central team to Maharashtra comprises of experts drawn from National Center for Disease Control (NCDC) and Dr. RML Hospital, New Delhi. The Kerala team shall comprise of senior official from Ministry of Health & Family Welfare along with experts from Regional Office of Health & Family Welfare, Thiruvananthapuram and Lady Hardinge Medical College, New Delhi.

Dr. Harsh Vardhan chairs 23rd meeting of Group of Ministers on COVID-19
Dr. Harsh Vardhan, Union Minister of Health & Family Welfare chaired the 23rd meeting of the high-level Group of Ministers (GoM) on COVID-19 by a video-conference, on 28th January. He was joined by Dr S. Jaishankar, Minister of External Affairs, Sh. Hardeep S. Puri, Minister of Civil Aviation, Sh. Ashwini Kumar Choubey, Minister of State, Health & Family Welfare and Sh. Nityanand Rai, Minister of State, Ministry of Home Affairs and Shri Mansukh Mandaviya, Minister of State for Ports, Shipping and Waterways, & Chemical and Fertilizers. Dr. Vinod K Paul, Member (Health), NITI Aayog was present virtually. In his address, Dr. Harsh Vardhan said with the ‘Whole of Government’ and ‘Whole-of-society’ approach envisaged by Prime Minister Shri Narendra Modi ji, India has successfully contained the pandemic. Less than 12,000 cases were reported in the last 24 hours and the Active Caseload has reduced to just 1.73 lakhs.” Detailing the achievements, he continued, “146 districts have no new cases since last 7 days, 18 districts since the last 14 days, 6 districts since 21 days and 21 districts since the last 28 days. This has been achieved with pro-active testing of which more than 19.5 crore have been conducted so far. The current testing capacity rests at 12 lakhs per day.” Dr Harsh Vardhan stated that 165 cases of UK Variant have been reported so far. They are kept under supervised quarantine and surveillance.

Update on COVID-19 Vaccination & National Polio Immunization Drive
The countrywide COVID-19 vaccination program was conducted successfully on the eighteenth yesterday. The Prime Minister launched the countrywide COVID 19 Vaccination drive on 16th Jan 2021. The cumulative number of healthcare workers vaccinated against COVID19 has crossed 41 lakhs . A total of 41,20,741beneficiaries (till 7 pm yesterday) vaccinated through 76,516 sessions, as per the provisional report. 3,785 sessions were held till 7 pm yesterday. Two states, Gujarat and West Bengal, initiated vaccination of frontline workers today. 19,902 frontline workers have been vaccinated till 7 pm yesterday, as per the provisional report. Overall, 1,70,585 beneficiaries were vaccinated.

Purchase of Ventilators for COVID-19
During the Financial Year 2019-20, Rs.1113.21 crore was released to the State/Union Territory Administration under National Health Mission towards management and containment of Covid 19 pandemic. During the Financial Year 2020-21, Rs. 6309.90 crore was released to the States/UTs under the Covid 19 Emergency Response and Health Systems Preparedness Package, a Central Sector Scheme.

High Level Committee for Distribution and Administration of COVID-19 Vaccines
A National Expert Group on Vaccine Administration for COVID-19 (NEGVAC) has been established, which provides guidance on all aspects of COVID-19 vaccination including prioritization of population groups, procurement and inventory management, vaccine selection, vaccine delivery and tracking mechanism etc. NEGVAC is chaired by Member (Health), NITI Aayog and co-chaired by Secretary (H&FW). NEGVAC has representation of Secretaries from Ministry of External Affairs, Department of Expenditure, Dept. of Biotechnology, Dept. of Health Research, Dept. of Pharmaceuticals, Ministry of Electronics and Information Technology, representative from five State Governments and technical experts.

COVID Vaccination Administration Training Programme for health care workers belonging to target group of NBCFDC
The National Backward Classes Finance and Development Corporation (NBCFDC) has signed an MOU with M/s. Apollo Medskills Pvt Ltd. for providing COVID Vaccination Administration training programme (as per guidelines of Ministry of Health and Family Welfare) to Nurses, Medical & Nursing students and Pharmacist belonging to the target group of National Backward Classes Finance and Development (NBCFDC) on a co-funding basis. The programme has been sanctioned with the aim of Up-Skilling the competency level of the health care-workers as well contributing to the national programme of Vaccination under progress.The Corporation has sanctioned training programme for 1000 trainees in the state of Bihar, Delhi, Telangana, Tamil Nadu and Uttar Pradesh, which are expected to be commenced in due course.

Indian Agriculture contributes to green shoots of the Indian Economy with a Growth Rate of 3.4 Per Cent Despite COVID-19 Pandemic India’s agricultural sector has shown its resilience amid the adversities of COVID-19 induced lockdowns. Nirmala Sitharaman, says that COVID-19 pandemic engendered a once-in-a-century global crisis in 2020 where 90 per cent of countries are expected to experience a contraction in GDP per capita and India’s efforts focused on saving lives and livelihoods by its willingness to take short-term pain for long term gain. The Survey mentions the huge uncertainty regarding the indicators of Case Fatality Rate (CFR) and R0 (Reproduction Number) prevailing at the onset of pandemic and showing wide variation, along with the many cases being asymptomatic. It is amidst this uncertainty that the policies must be designed with the objective of minimizing large losses by selecting the policy that would be optimal under the worst-case scenario, the survey adds.

Online Schooling has taken off in a big way during COVID-19 pandemic: Economic Survey 2020-21
The Economic Survey 2020-21 presented by the Union Minster for Finance & Corporate Affairs, Smt Nirmala Sitharaman in the Parliament on 29th January, 2021 states that online schooling took off in a big way during the COVID-19 pandemic. Quoting the Annual Status of Education Report (ASER) 2020 Wave-1 (Rural), released in October 2020, the Survey states that the percentage of enrolled children from government and private schools owning a smartphone increased enormously from 36.5 per cent in 2018 to 61.8 per cent in 2020 in rural India. The Survey recommends that if utilized well, the resultant reduction in the digital divide between rural and urban, gender, age and income groups is likely to reduce inequalities in educational outcomes. To facilitate learning during COVID-19 pandemic, the Government is implementing several initiatives to make education accessible to children.

National Polio Immunization Drive Begins Across the Country
President of India Shri Ram Nath Kovind launched the National Polio Immunisation Day for 2021 by administering polio drops to children less than five years old at Rashtrapati Bhawan on 30th January 2021. As per provisional report on day one, close to 89 lakh children (as per provisional data) under five years across the country were given polio drops. Vaccinations were conducted at close to 7 lakh booths which were staffed with around 12 lakh vaccinators and 1.8 lakh supervisors.The booth activity will be followed by house-to-house surveillance (mop-up rounds) over the next two to five days to identify and vaccinate children who missed getting vaccinated at the booths. Vaccination teams have also been deployed at bus terminals, railway stations, airports and ferry crossing to vaccinate children in transit to ensure no child misses the life-saving dose. All measures have been taken to ensure safety during the times of the pandemic by maintaining COVID-19 appropriate practices, such as preventing overcrowding at booths, maintaining physical distance of 2 metres, wearing masks, washing hands and administering polio drops in well ventilated-settings.

Kerala: The Centre is to send another special team to Kerala for evaluating the COVID situation in the state. The team will associate with the state health department to strengthen the COVID-19 preventive measures. At a time when almost all states are showing a declining trend in the number of Covid cases and deaths, Kerala continue to report a large number of cases per day. The test positivity rate in the state rose to 10.8% on Tuesday when the state recorded 5,716 positive cases. The official death toll so far is 3,776. The state health department has pointed out serious laxity in the implementation of existing restrictions. The district medical officers have been asked to control the crowd in coordination with the Collectors. It has said that no further relaxations, including the reopening of educational institutions, should be allowed before a significant decline in the COVID-19 cases in the state. Meanwhile, the total number of health workers who had been administered with Covid vaccine has crossed two lakh so far. Tamil Nadu: Department of Public Health and Preventive medicine said it administered COVID-19 vaccines to 1,20,467 people since the commencement of the exercise from January 16. The Tamil Nadu Pollution Control Board has said that 3,000 tonnes of COVID-19 medical wastes were destroyed in Tamil Nadu during 2020.· Karnataka: As on date, Karnataka recorded 9,40,170 total cases, 12,223 deaths, 5924 Active cases and 9,22,004 discharges
· Andhra Pradesh: The second phase of COVID vaccination has been initiated in the state today. In the second phase, the vaccination will be given to the sanitation staff of the Panchayat Raj, Municipal and Revenue Departments. During the second phase of COVID vaccination process, 89,100 police personnel, 55 lakh municipal and 3,32,000 thousand revenue personnel were registered in the Cowin App. Currently 16,31,000 COVID vaccines are available in the state. Although the target was to vaccinate 3.88 lakh people in the first phase, only 89,000 people were able to be vaccinated. Health Minister Alla Nani said efforts were being made to increase the number further in the second tranche. Meanwhile, the number of active cases in the state came down to 1,197 as 147 patients recovered in the past day. The total number of recoveries was put at 8,79,651 and the recovery rate was 99.06 per cent.
· Telangana: Telangana Govt is planning to establish a counselling mechanism to address the fears of the health care workers as some of them registered for the Covid vaccine but did not take it. State Health Minister EetalaRajender said the spread of rumours, unscientific and unreliable news is responsible for such fears. The cumulative number of Covid vaccination beneficiaries (Govt and Private health care workers) now stands at 1,68,589 and it is 57 percent of the total registered health workers. No severe/serious cases of Adverse Event Following Immunization (AEFI) have been reported in the state. Due to Pulse polio immunization on 31st January, 1st and 2nd February, 2021 the Covid vaccination drive for health workers could not be carried out in the state on these days. According to Director, State Public Health Department, Covid vaccination for other 1.87 lakh registered frontline warriors like Police, Municipal and Revenue employees will begin this week. The State Health department stated that the number of UK variant Corona cases in the state reached to eight. According to the Health bulletin issued by the State Health Department today morning, the total number of Covid cases reached 2,94,924 in the state and out of which 2,91,312 have already recovered and the death toll stands at 1604. The number of active cases is 2,008 out of which 730 are in home isolation.
· Assam: In Assam, 7 new cases of COVID-19 detected and 37 patients discharged on Tuesday. Total cases rise to 2,17,161 and total discharged 214285. Active case 446.
· Nagaland: In Nagaland, 2 new cases of COVID-19 reported on Tuesday. Total cases rise to 12101. Total discharged 11810.
· Sikkim: In Sikkim, 5 people tested positive for COVID-19 and 2 recovered on Tuesday. Total cases rise to 6096, recovered 5781 and active 85 cases.
· Maharashtra: 1,927 new cases of COVOID-19 have been reported in the state of Maharashtra on Tuesday. At the same time, 4,011 patients have been also discharged; In all, 19,36,305 COVID-19 patients discharged after full recovery until today. The Recovery rate in the state is 95.37%, while the case fatality rate is 2.52%. Positivity rate stands at 13.80 percent till date. Maharashtra Health Minister Rajesh Tope said that full support will be given to the Central team deputed to Maharashtra to support the state in COVID-19 management and that the State health officials will work in coordination with the Centre.The Central team to Maharashtra comprises of experts drawn from National Centre for Disease Control (NCDC) and Dr RML Hospital, New Delhi.Mumbai’s coronavirus tally increased by 334 to reach 3,09,631. The city reported seven deaths and 455 recoveries on Tuesday.
· Gujarat: Gujarat recorded 285 new COVID-19 cases during the last 24 hours. Maximum 86 new cases have been reported from Vadodara, while Ahmedabad recorded 61 new cases. This is the second consecutive day for the state to record below 300 cases. New COVID-19 cases in Gujarat are constantly decreasing. State has recorded below 300 new cases since the last two days. Number of active cases in the state have also decreased significantly and stands at 3203. At present, total active cases in the state are 3,203. More than 90 per cent COVID-19 beds are now vacant in the state. Meanwhile, vaccination drive against the COVID-19 is continuing in the state. Ahmedabad Municipal Corporation is vaccinating front line Corona warriors for the last three days. It has also launched walk-in vaccination facilities for the remaining health care workers, who missed their scheduled date or failed to register themselves. On the other hand, Surat Municipal Corporation has started vaccination of front line Corona warriors from today. 40,550 front line corona warriors were vaccinated against the Covid-19 yesterday. According to the state health department, total 3 lakh 92 thousand 454 people have received vaccines against Covid19 in the state till now. Vaccination drive against the Covid-19 was carried out at 684 vaccination centers yesterday. Not a single instance of serious side effects was recorded till now. Meanwhile, 2 lakh 54 thousand 531 patients have been recovered in the state from Covid19 till now. The recovery rate has reached up to 97.10 percent.
· Madhya Pradesh: More than 2,49,000 patients have recovered from COVID so far in MP. 16 districts recorded no positive cases yesterday. Covid positivity rate is consistently declining in the state and now stands at 1.1%. Dr. Santosh Shukla, State Immunisation Officer informed that a Mop-up Session is being conducted today and tomorrow for health care workers who missed the vaccination in the first round.
· Deaths- 03, Recovered patients- 296, Total recovered patients- > 2,49,000, Total deaths- 3815
· Rajasthan: Rajasthan reported 87 new COVID-19 cases, 235 recoveries and 2 deaths on Tuesday. With this, the total cases have gone up to 3,17,674 and total recoveries to 3,13,108, while the death toll stands at 2768. There are 1798 active cases at present. Maximum 27 cases were reported from Jaipur on Tuesday.
· Chhattisgarh: Chhattisgarh on Tuesday reported 330 COVID-19 cases and 5 deaths, taking the infection count to 3,06,019 and the toll to 3,711. The number of recoveries reached 2,98,135 leaving the state with 4173 active cases.
