The Kendriya Vidyalaya Sangathan has approved new guidelines for the transfer of teachers and other employees. Optimum deployment of staff in the interest of the students, maximization of satisfaction level among staff, decentralization and transparency are the main features of the new guidelines.
Under the new guidelines, powers of transfer within the region have been decentralized and given to regional transfer committees consisting of the Assistant Commissioner, Education Officer and two senior most Principals of whom one would necessarily be a lady Principal.
One tenure posting of male teachers below the age of 35 years in priority areas (i.e. North Eastern Region, Sikkim, Andaman & Nicobar Islands and other “hard” and “very hard” stations) has been made mandatory. Besides, transfer T.A. will be payable even to those employees who are transferred to Priority Areas on their own request.
The guidelines incorporate the following features to make the decision making process transparent:
i) Vacancy position in Kendriya Vidyalayas of Priority Areas and other areas will be displayed on the website of KVS by 1st April and 25th April respectively so that interested persons can apply for vacancy of their choice. Also, transfer priorities will be displayed on the website to ensure transparency in the transfer process and to minimize grievances.
ii) An element of counseling has been introduced to at the regional level so that employees /teachers get an opportunity to put forth their problems/difficulties before the competent authority takes a final decision.
Last dates for submission of transfer application for Priority and Non-priority Areas will be 17th April and 15th may, respectively.
The guidelines also draw attention to the provision of Conduct Rules whereunder canvassing for service matters except through proper channel amounts to misconduct.
