The Legislative Department in the Ministry of Law & Justice has brought out the updated edition of the Manual of Election Law. The Manual is a compilation of the statutory provisions governing elections to the Parliament and the State Legislatures. These include extracts from the Constitution concerning elections, various related Acts of Parliament, related Rules and Orders under the Constitution, Law relating to Removal of Disqualification, and Statutory Rules and Orders like the Registration of Electors Rules, 1960, the Conduct of Elections Rules, 1961, and the Election Symbols (Reservation and Allotment) Order, 1968. The two-volume Manual, published in diglot form, i.e., comprising the English text and the authorised Hindi text, is updated up to March 1, 2004.
The Manual was released by the Secretary, Legislative Department, Shri T.K. Vishwanathan, here today.
The Legislative Department is administratively concerned with the Election Laws and the publication of Central Laws. The Election Manual was last published in September 1997. Several electoral reforms were carried out by way of amendments to the Constitution of India, the Representation of People Act, 1950, the Representation of People Act, 1951 and the Rules made there under, in addition to a new Delimitation Act, 2002 enacted by the Parliament. The Manual will be useful for the forthcoming General Elections to Lok Sabha, as it will give full information to the candidates as well as to the general public.
The Manual is also available in CD form and can be accessed on the website of the Ministry of Law & Justice www.lawmin.nic.in
