"Naval Symposium on Information Systems (NAVSIS)"

for Ministry of Defence | Date - 17-09-2008

The 21st century has witnessed an unprecedented growth in the field of information technology. Today, organisations are looking at consolidation of Information Technology resources as a catalyst to enhance core competence and business continuity, underpinned by better ROI. The strength of any organisation today is judged by their information infrastructure and how judiciously it is leveraged for enhancing overall operational effectiveness.

The revolution in Information Technology has brought about unprecedented changes in the way we work, manage our affairs and make decisions. The developments in the transaction processing technology have given rise to a situation where the quantum and rate of data captured is very high. Data warehousing and data mining, coupled with convergence of Information and Communication technologies, are being looked at, to ensure processing of this data in a reasonable time and to extract intelligence/knowledge in a near real-time for informed decision-making.

In the field of warfare also, Information has, emerged as the fifth dimension in addition to land, sea, air and space. Indeed the supremacy of Information Systems are increasingly relegating the other more traditional and conventional forms of modern day warfare to sidelines, regardless of strength in other military dimensions. The newest tools and processes emerging in war fighting such as Net Centric Warfare, Integrated Command and Control (C4ISR), System Of Systems and Global Information Grid (GIG) which have led to a Revolution in Military Affairs (RMA) are all powered by Information Technology.

While the technology is developing at a rapid pace, the creation and management of networks is becoming complex. The development of this technology is not only to develop robust systems to gain an edge, but to simultaneously deny that edge to others. The primary aim of such techniques is the denial of information with a view to paralyse the Command and Control System and consequently the decision making capability of the adversary. Therefore networking systems are prime targets and its survivability is critical towards sustaining net centricity. For an effective information structure, a good mix of security policy and technology can only achieve the desired end state of information assurance.

Although, number of projects are being implemented that incorporate latest concepts and technology, however, there is a need to bench mark them as per prevalent international standards and incorporate current practices as a continuum. Further, there is also a requirement to implement required change management procedures to sensitize the personnel prior implementation of any technologically advanced method of carrying out day-to-day work. It is pertinent to mention that these issues are neither covered in any set curriculum nor it can be obtained from books. The only way to achieve this knowledge is through partnership and experience sharing with others navies operating in similar environment.

The Indian Navy aims to leverage the power of IT and achieve net-centricity through collaborative integration of naval entities and their information assets with a strategic partnership with the industry. A "Naval Symposium on Information Systems (NAVSIS)" scheduled to be held on 06-07 Oct 08 at Indian Habitat Centre, Lodi Road is one such milestone in the interaction with the industry to address the above issues in a holistic manner. Admiral Sureesh Mehta, PVSM, AVSM, ADC, the Chief of the Naval Staff would be the Chief Guest for the occasion. The seminar would address the following issues :-

- Next Generation Networks - Network Centric Operations

- Open Source Systems & SaaS

- Identity Management, Access Control and Surveillance

- Trends in IT Training

- Green Computing

- Public Domain for private use

- ERP – The Way Ahead

- Enterprise Information Security Management

- Encryption / PKI and Steganography – Art of hiding Information

As a curtain raiser to the symposium, today Vice Admiral BS Randhawa, PVSM, AVSM, VSM, Chief of the Materiel, Indian Navy interacted with industry at Indian Habitat Centre, Lodi Road. An impressive brochure on NAVSIS was also released during the event.
