Question : UNIFORM POLICY FOR MEDICAL AND ENGINEERING COLLEGES



(a) whether the Government is contemplating to formulate uniform policy for all the medical and engineering colleges in the country;

(b) if so. the details thereof;

(c) whether the Government has received any memorandum from the All India medical and engineering colleges in this regard;

(d) if so, the main points thereof; and

(e) the action taken by the Government thereon?

(a) to (e): The All India Medical Engineering Association has submitted a Memorandum to the Government highlighting the problems being faced by the aided un-aided, minority/non-minority educational institutions in the country. The Memorandum urges the Government to permit the Association to conduct a Single National level entrance test for filling the seats in the management quota; to ensure 30% NRI quota without any restrictions/conditions; to prevent the approved/affiliating universities from collecting hefty amount from the colleges; to permit the self-financing colleges to conduct their own courses; to bring a uniform admission policy; to fix the ratio of teachers:students at 1:30, to give freedom to the colleges to fixed their own fee structure, and the Universities/State Governments should not intervene in the decisions taken by the management regarding salary paid to the teachers.

The Government of India has prepared a draft Central Legislation for vetting by the stakeholders to regulate admission, fee structure, management quota etc. in CentraJ/Deemed Universities, Medical colleges, aided/non-aided, minority/non-minority, private professional educational Institutions. As far as possible, the difficulties pointed out by the Association will be kept in view while finalising the legislation.
