Question : HUGE CAPITATION FEE



(a) whether a large number of complaints have been received regarding donation/huge capitation fee/tuitions fee charged by the educational institutions including Management Institutions/ un-aided/self-financing educational institutions in the country during the last three years;

(b) if so, the details thereof, State-wise and Institution- wise;

(c) the action taken by the Government against such erring institutions;

(d) whether the Government proposes to formulate a comprehensive policy/ guidelines in this regard;

(e) if so, the details thereof;

(f) whether the Government has consulted all stakeholders in the matter;

(g) if so, the details thereof;

(h) whether the Government has also proposed to introduce uniform fee pattern in these institutions; and

(i) if so, the details thereof and the concrete steps taken or proposed to be taken by the Government to curb such malpractices?

(a) to (g): According to University Grants Commission (UGC) it has received certain complaints details of which are at Annexure-I. All India Council for Technical Education which is responsible for management and technical education has stated that the Council has not received any complaints.

A legislative proposal namely “The Prohibition of Unfair Practices in Technical, Medical Educational Institutions and Universities Bill, 2010” has been introduced in Parliament on 3rd May, 2010 after consultation with State Governments and the Central Advisory Board on Education . The Bill seeks to prohibit unfair practices in higher educational institutions and universities. The Bill prescribes stiff penalties and punishments for persons/institutions indulging in certain unfair practices.
