Question : Pradhan Mantri Ujjwala Yojana

(a) whether the Pradhan Mantri Ujjwala Yojana (PMUY) has been launched out of the funds saved on account of LPG subsidy given up voluntarily by the consumers across the country and if so, the details thereof;
(b) the total amount saved as a result of the subsidy given up by the consumers along with the number of beneficiaries covered under PMUY in each Oil Marketing Company, Company-wise during the last two years and the current year and the number of women left out from the said scheme, State/UT-wise;
(c) the norms/criteria laid down to provide gas connections to BPL families under PMUY along with targets fixed/ achieved and the number of connections provided under the said Yojana since its inception, State/UT-wise, Company-wise; and
(d) whether the subsidy saved on account of LPG subsidy given up voluntarily by LPG consumers is adequate to achieve the desired objective of the said scheme and if so, the details thereof and if not, the concrete steps taken/being taken by the Government in this regard?

(a) to (d) A statement is laid on the Table of the House.
STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF THE LOK SABHA STARRED QUESTION NO. 72 BY SHRIMATI PRATIMA MONDAL & SHRI BHAIRON PRASAD MISHRA TO BE ANSWERED ON 21ST NOVEMBER 2016 REGARDING “ PRADHAN MANTRI UJJWALA YOJANA ”
(a) Pradhan Mantri Ujjwala Yojana(PMUY) was launched with a budgetary support of ? 8000 crore to provide 5 crore new LPG connections to the women belonging to the Below Poverty Line (BPL) families over a period of three years starting from Financial Year 2016-17.
(b) As on 15.11.2016, 1,05,55,700 LPG consumers have voluntarily given up/surrendered LPG subsidy. The estimated annual subsidy savings is approximately ? 1129 crore, assuming an average subsidy of ? 139 per cylinder for 7.7 domestic cylinders of 14.2 kg per annum (average national consumption) for the year 2015-16.
As on 15.11.2016, Public Sector Oil Marketing Companies (OMCs) have released 1,05,66,868 new LPG connections to women of BPL families under PMUY Scheme. States/UTs/OMCs-wise details of LPG connections released under PMUY Scheme as on 15.11.2016 since its launch are at Annexure.
(c) Eligible families are identified through the Socio-Economic Caste Census(SECC) 2011 data. The LPG connection is released in the name of an adult woman of the BPL family, subject to the condition that no LPG connection should exist in the name of any family member of the household.
(d) The Government has allocated ? 8000 crore for providing 5 crore LPG connections to the women belonging to the Below Poverty Line (BPL) families under PMUY Scheme over a period of three years. For Financial Year 2016-17, ? 2000 crore has been provided to release 1.5 crore connections under PMUY.
