Question : Appointment of Vice Chancellors in Universities

(a) whether the Government is aware that a number of Vice Chancellors of Universities
under various State Governments, do not have the minimum experience or educational
qualifications as per UGC guidelines;
(b) if so, the details thereof, University-wise;
(c) whether the Government/UGC restricts the funds to such universities; and
(d) if so, the details thereof?

(a) to (d): The University Grants Commission (UGC) has framed UGC (Minimum
Qualifications for Appointment of Teachers and other Academic Staff in Universities and
Colleges and Other Measures for the Maintenance of Standards in Higher Education)
Regulations, 2018 notified in the Gazette on 18th July, 2018. The said Regulations lays
down the criteria for selection of Vice-Chancellor of Universities. These shall apply to
every University established or incorporated by or under a Central Act, Provincial Act or
a State Act, Deemed to be Universities and affiliated colleges recognized by UGC. The
aforesaid Regulations are available on Commission’s website at

If any University contravenes the provisions of these Regulations, the
Commission after taking into consideration the cause, if any, shown by the University for
such failure or contravention, may withhold from the University, the grants proposed to
be made out of the fund of the Commission.
UGC has informed that it has not received any complaint of Vice-Chancellors of
State Universities not having minimum experience or educational qualifications as per
UGC guidelines.
