Question : PROJECTS FOR IMPROVEMENT OF NATIONAL HIGHWAYS



(a) whether the Government have received proposals from various State Governments for construction of New National Highways, declaring State Roads as National Highways, and for taking improvement works, like widening from 2-4-6-8 lanes, construction of bye-passes, reconstruction of bridges/culverts etc.;

(b) if so, the details thereof, State-wise;

(c) the present status of each project and the time by which a final decision is likely to be taken thereon;

(d) the budgetary allocation made therefor and expected time of their completion, project-wise;

(e) whether any foreign assistance is being sought or funds received from World Bank or any other foreign agency for any project particularly for development and extension of National Highways; and

(f) if so, the details thereof and quantum of funds provided so far, State-wise?

(a) Yes, Sir.

(b) to (c) A statement giving State-wise details of status with regard to proposals for declaration of new National Highways is at Annex-I. Receipt of proposals from State Governments for improvement of National Highways is a continuous process. As on date State-wise details of proposals for development of National Highways for the current year received and approved so far is at Annex-II. For projects found deficient, clarification/additional information is called for from States. Further sanctions will depend upon the bank of sanction of respective State and estimates being in proper shape. Thus, firm date for disposal of such cases would be difficult to indicate at this stage.

(d) The funds for the improvement of National Highways works are provided State-wise and not project-wise keeping in view the requirement and overall availability of funds. The Budget allocation for the above mentioned works including the funds required for on-going works, State-wise for the current year is also given at Annex-II. The completion time of a project depends on it`s size, complexity and site conditions and generally varies from one to three years.

(e) & (f) External assistance of US $ 1105 m from World Bank, US$ 665 m from Asian Development Bank and Yen 32060 m from JBIC has been arranged for implementation of some projects of development of National Highways. Details are at Annex-III.
