Question : Safety of Pressure Pipelines of Hazira Plant


(a) the steps taken by the Government in collaboration with State Government to strengthen the security set up of Hazira (Swat) Unit of Heavy Water Board so far;

(b) whether there is possible safety risk to the high pressure pipeline laid through the land of Surat Urban Development Authority (SUDA)

(c) if so, whether the Union Government has approached the State Government of Gujarat to instruct / issue guidelines to the SUDA in this regard; and

(d) if so, the details thereof?

THE MINISTER OF STATE FOR PERSONNEL, PUBLIC GRIEVANCES & PENSIONS AND PRIME MINISTER’S OFFICE (DR. JITENDRA SINGH):

(a) Security cover of the Heavy Water Plant (HWP) (Hazira) / HAEP premises is looked after by Hazira Ammonia Extension Project (HAEP), Krishak Bharati Cooperative Limited (KRIBHCO) security and State Reserve Police (SRP) armed staff, under the supervision of Security Officer and adherence to security policies and procedures issued by Department of Atomic Energy (DAE).

SRP armed staffs look after plant’s security and in any exigency, they act as first responder. State Reserve police staff remains at Plant on 24 x 7 basis and they also carry out patrolling of outer periphery with KRIBHCO / HAEP security around the Plant.

(b) Yes,Sir. There is safety risk to the high pressure gas pipeline supplying gas to Heavy Water Plant, KRIBHCO and other installations.

(c) Yes, Sir.

(d) Heavy Water Plant (HWP), Hazira and M/s. KRIBHCO have taken up the matter with SUDA.
