Question : ILO Conventions on Child Labour

(a)whether the Government has ratified certain ILO conventions relating to banning of child labour and if so, the details thereof;
(b)whether the Government has put up/proposes to put in place a monitoring mechanism to prevent prevalence of child labour across the country; and
(c)if so, the details thereof and the follow up actions taken/being taken by the Government in this regard?

(a): After the enactment of the Child Labour (Prohibition & Regulation) Amendment Act, 2016, Government has recently ratified the International Labour Organization (ILO) Conventions No. 138 concerning minimum age for employment and No. 182 concerning prohibition and elimination of worst forms of child labour.

(b) & (c): Government is following a multi-pronged strategy for elimination of child labour comprising of statutory and legislative measures, rehabilitation and universal elementary education along with convergence with other schemes for socio economic development. After enactment of the Child Labour (Prohibition & Regulation) Amendment Act, 2016, State Action Plan was framed and the State governments have been instructed to ensure effective compliance of amended provisions. Further, Government has framed the Child Labour (Prohibition & Regulation) Amendment Rules, 2017 on 2.6.2017 which provides for District Nodal Officer and Task Force at district level, under chairpersonship of District Magistrate to ensure that the provisions of this Act are properly enforced.
