(a) to (b): The extant National Policy on Education (NPE) provides for a National System of
Education which implies that, up to a given level, all students, irrespective of caste, creed,
location or sex, have access to education of a comparable quality. It includes a common
educational structure, a national curriculum framework and minimum levels of learning for
each stage of education. The 42nd Constitutional Amendment, 1976 brought about a
fundamental change by transferring education from the State List to the Concurrent List
recognizing the federal structure of our country.
Currently, the Government has undertaken a detailed exercise in formulating a New
Education Policy. The Committee under the Chairmanship of Dr. K. Kasturirangan
submitted its Draft National Education Policy 2019 (Draft NEP – 2019) to the Ministry on
31st May 2019. Several reforms measures have been proposed in the Draft NEP 2019 so that
all students have equitable access to quality education across the country.
At this stage, suggestions/comments have been invited from various stakeholders including
the public, Government of India Ministries and State Governments. The Government will
finalize the National Education Policy only after considering the inputs/suggestions and
comments of all stakeholders.
