Question : STATUS OF WORK ON RAILWAY TRACKS



(a) the present status of work on each of the five major railway tracks laying long pending works in Jharkhand viz. Koderma-Hazaribagh-Barkakana-Ranchi, Ranchi-Lohardaga- Tori, Kodarma-Ciridin-Tilaiya and Dumka-Rampurhat stretches;

(b) the reasons for inordinate delay in execution of these long pending projects;

(c) whether the Railways have received any request from Jharkhand Government for signing of an MoU for early execution of the above projects in a time bound manner and if so, the details thereof; and

(d) the fresh steps taken by the Railways to fulfil the long pending railway related demands of Jharkhand including improvement of passenger facilities at railway stations, introduction of new Ranchi bound express trains from various parts of the country etc.?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF UNSTARRED QUESTION NO. 3451 BY SHRI SUNIL KUMAR SINGH TO BE ANSWERED IN LOK SABHA ON 15.12.2014 REGARDING STATUS OF WORK ON RAILWAY TRACKS

(a): Five major projects as detailed below alongwith Deoghar-Dumka New Line (60 Km) have been taken up as per Memorandum of Understanding (MOU) signed with the Government of Jharkhand in 2002 on cost sharing basis. Deoghar-Dumka New Line has already been completed and status of remaining five projects is as under:-

(b): The projects have been delayed due to limited overall availability of funds, delay in land acquisition, forestry clearances, adverse law & order condition and local demand of more and more accommodation works like Road Over Bridges/Road Under Bridges.

(c): Yes, Madam. A revised MOU with regard to extension of existing MOU proposing completion of ongoing projects by March 2017 with consolidated anticipated cost of Rs 5775 crore has been received.

(d): To expedite completion of projects, issues of forestry and other clearances have been taken up at highest level. Regular coordination meetings are held with State Government for providing adequate security at work sites. Empowerment of field units have also been taken up to expedite completion of projects.

Improvement of passenger amenities at railway stations is a continuous process and the same is undertaken based on the volume of passenger traffic handled at the station, inter-se priority of works, etc. subject to availability of funds. At present, 22 stations located in the State of Jharkhand have been identified for development/upgradation under the ‘Adarsh Station Scheme’.

A large number of trains are already going from/to Ranchi connecting important stations like Delhi, Mumbai, Kolkata, Chennai, Hyderabad, Bangalore, Pune, Guwahati, Patna, etc. Besides, in the Railway Budget 2014-15, two pair of trains namely Ranchi-New Jalpaiguri Express (weekly) and Rourkela-Hatia Passenger (daily) serving Ranchi/Hatia have also been announced. Moreover, introduction of a new train on Indian Railways is an ongoing process subject to operational feasibility, competing demands, traffic justification, availability of resources, etc.
