Question : Vacancies in Panchayati Raj System


(a) whether it is true that there are a high number of vacancies in the Panchayati Raj system in Telangana;

(b) if so, the number of vacancies in the Panchayati Raj system amongst the level of Sarpanch, Ward Member, Mandal Parishad Territorial Constituencies (MPTCs), Zilla Parishad Territorial Constituencies (ZPTCs) and Government jobs in Panchayati Raj departments, State-wise including Telangana;

(c) the reasons for such vacancies in posts across the country, State-wise including Telangana; and

(d) the timeline fixed and the steps taken by the Government to fill all vacancies in the Panchayati Raj system?

(a) to (d) As per List II (State List) of Seventh Schedule of the Constitution of India, ‘Panchayat’, being ‘local government’, is a State Subject. Accordingly, all matters relating to Panchayat come within the purview of State Governments/Union Territories(UTs). For the proper functioning of the Panchayati Raj Institutions, sufficient manpower has to be provided by the States and UTs as the matter comes within their purview. Ministry of Panchayati Raj has been advising States/UTs in this regard from time to time. However, data regarding vacancies in Panchayati Raj System is not maintained by the Central Government.
