(a)&(b) : Under Rajiv Gandhi Grameen Vidyutikaran Yojana(RGGVY), 576
projects targeting electrification of 1,10,787 un/de-electrified villages and
intensive electrification of 3,48,987 partially electrified villages have been
sanctioned. Cumulatively, as on 29.02.2012, the electrification works in
1,02,993 un/de-electrified villages and intensive electrification of 2,43,707
partially electrified villages have been completed. The State-wise details of
coverage and achievement of un/de-electrified villages and intensive
electrification of partially electrified villages for the sanctioned projects under
RGGVY, as on 29.02.2012, is at Annexure-I.
(c) : The State-wise details of 576 projects sanctioned under RGGVY, is
at Annex-II. In addition thirty three (33) projects in 33 districts earmarked for
Phase-II have also been sanctioned under Phase-II of RGGVY. The details of
these 33 projects, State-wise, is at Anne-III. Further, thirty six(36)
supplementary projects have also been sanctioned under Phase-II. The details
of these 36 projects, State-wise, is at Annex-IV. Additional 92 proposals have
also been received in Rural Electrification Corporation(REC), the nodal agency
for RGGVY, from various State Governments. The details is at Annex-V. The
State-wise funds released against sanctioned projects under the RGGVY during
the last three years and the current year is at Annex-VI.
(d) : The progress of RGGVY has been affected in some of the States
due to the following reasons:
i) Delay in forest clearance for the Projects, mainly in Jharkhand and Odisha.
ii) Delays in land acquisition for 33/11 KV sub-stations, mainly in Bihar.
iii) Limited number of good agencies available for execution of turnkey contracts.
iv) Delays in issuance of road permit and way bills
v) Very poor upstream rural electricity infrastructure.
vi) Delay in finalization of BPL lists.
vii) Delay in taking decision to waive state and local taxes on materials.
viii) Difficult terrain.
ix) Law & order problem including Maoist Violence in some of the States.
REC has reported that complaints citing delay and irregularities
are received in respect of implementation of RGGVY in all States including
States of Uttar Pradesh, Bihar, Jharkhand and Odisha. REC, the nodal agency
examines these complaints either itself or through it monitoring agency and
take a appropriate action.
(e): The following steps have been taken to speed up the electrification of villages in
the country under RGGVY:
(i) The Government of India has set up an inter-Ministerial Monitoring Committee
which periodically meets to review progress of implementation.
(ii) District Committees have been set up in all the States to monitor the progress of
rural electrification works.
(iii) The States have also been requested to hold monthly meeting of Co-ordination Committee
ander the Chairmanship of Chief Secretary to regularly review the progress of RGGVY and
resolve the bottlenecks in implementation of RGGVY.
(iv) The Government of India and Rural Electrification Corporation (REC), the nodal agency
for RGGVY, conduct frequent review meetings with all the stakeholders; the concerned State
Governments, State Power Utilities and Implementing Agencies for expeditious implementation
of the scheme as per the agreed
schedule.
