(a) to (c): There has been an unprecedented improvement in the Left Wing Extremism (LWE) situation in the country over the past few years. This has been possible due to resolute implementation of the National Policy and Action Plan to combat LWE which was launched by the Government of India (GoI) in 2015. The number of civilians killed in LWE related violence has declined by 48% from 188 in 2017 to 97 in 2021. State wise details for last five years are enclosed at Annexure – I. Annexure – II. Data regarding number of persons jailed and released is not maintained centrally. State wise details of arrests of LWE Cadres in last five years are enclosed at Annexure – III.
(d): Law and Public Order being a State subject, State Governments have their own compensation policies for people killed in LWE violence. The GoI reimburses the State Governments, an ex gratia payment of upto Rs 2 Lakh to the family of civilian killed in LWE violence under the Security Related Expenditure Scheme.
In addition to the State compensation, the GoI is also administering a scheme titled “Central Scheme for Assistance to Civilian Victims/Family of Victims of Terrorist/Communal/ LWE Violence and Cross Border Firing and Mine/IED Blasts on Indian Territory” (CSACV) under which a financial assistance of Rs 5 Lakh is given for each death or permanent incapacitation (disability of 50% and above) to the family of civilian victims subject to conditions of the scheme. Amount of Rs 31,22,80,000 has been compensated to 1527 beneficiaries since the inception of this scheme in LWE affected states. State wise details are enclosed at Annexure-IV,
