Question : FUNDS ALLOCATED FAY TENTH ELEVENTH FINANCE COMMISSION



(a) the funds allocated to various States by the Tenth and Eleventh Finance Commission;

(b) whether some States have not fully utilised the funds allocated to them by the Tenth Finance Commission so far;

(c) if so, the details in this regard with the reasons therefor;

(d) whether any changes have been made in the heads of expenditure to be incurred or the laid down norms by the Tenth Finance Commission; and

(e) if so, the details in this regard?

THE MINISTER OF STATE IN THE MINISTRY OF FINANCE (SHRI BALASAHEB VIKHE PATIL):

(a) A statement showing total estimated under the recommendations of the Tenth and Eleventh Finance Commissions is enclosed.

(b) Yes, Sir.

(c) The reasons for non-utilisation of grants in full have, generally been late formulation/execution of action plans, non-availability of land, litigation, non-conduct of elections to local bodies and non-submission of utilisation certificates in respect of the grants released by this Ministry.

(d) and (e) The grants (or upgradation, special problems and for local bodies were released to the States as per the guidelines framed for utilisation of the provisions recommended by the Tenth Finance Commission. The guidelines were framed keeping in view also the recommendations of the Commission.
