Question : Check on Suicide by Students

(a) whether the Government has taken note that a Ph.D. student in the University of Hyderabad
committed suicide in the University Campus;
(b) if so, the details thereof;
(c) whether the University Grants Commission (UGC) guidelines which were framed in 2012
regarding discrimination at universities and colleges have been violated by the said University, if
so, the details thereof;
(d) whether the Government has set up a one-man committee of inquiry in this regard;
(e) if so, the details thereof along with the findings of the committee; and
(f) the action taken by the Government against the guilty persons?

(a) to (f): Shri Chakravarti R. Vemula, a research scholar in University of Hyderabad committed
suicide on 17.01.2016 in the University Campus. The University of Hyderabad has informed that it
has not violated the University Grants Commission (UGC) guidelines. A Commission of Inquiry,
consisting of Justice Ashok Kumar Roopanwal (Retired), has been constituted vide notification
dated 02.02.2016 to enquire into the events at the University of Hyderabad, culminating in the death
of Shri Chakravarti R. Vemula. Commission has been requested to submit its report and
recommendations to the Central Government within three months from the date of appointment.
