(a) the quantum of various agricultural crops procured at MSP in the last five years in the State of Telangana;
(b) whether the Government has communicated to the Telangana Government not to procure paddy or rice,
(c) if so, the details thereof and the reasons therefor; and
(d) the reasons for the present delay in procurement of paddy crop of kharif 2021?

(a): The quantum of various agricultural crops procured at MSP in the last five years in the State of Telangana is at Annexure-I
(b) and (c): The estimate for procurement of paddy (in terms of rice) and wheat are finalized by Government of India in consultation with State Governments and Food Corporation of India, before the commencement of each marketing season based upon estimated production, marketable surplus and agricultural crop pattern. Procurement in a State depends not only upon production but also upon other multiple factors like marketable surplus, MSP, prevailing market rate, demand & supply situation and participation of private traders etc.
Telangana is a Decentralized Procurement (DCP) State, where procurement is undertaken by State Government through its agencies. Only the surplus FAQ rice as per the requirements of FCI, after meeting State’s requirement, is delivered to FCI in central pool account for movement to deficit/ consuming States.
(d): There has been no delay on the part of Government of India in procurement of paddy crop of Kharif 2021-22. In the States/UTs Food Secretaries meeting held on 17.08.2021, the procurement period of paddy for Telangana State was fixed from 1st October 2021 to 31st January, 2022, by Government of India in consultation with Government of Telangana. Procurement of paddy crop of kharif 2021 has already commenced through State agencies and 16.14 LMT paddy has been procured upto 30.11.2021.
