(a) to (d): Yes, Madam. A Participative Policy for rail connectivity and capacity augmentation was issued in December 2012 which provides five models of Public Private Partnership in building rail connectivity.
17 rail connectivity projects of approximately ? 18,000 crore are under various stages of implementation through PPP mode with participation of strategic investors/customers. Project specific Special Purpose Vehicles (SPVs) have been formed in 10 projects under Joint Venture Model and contracts have been awarded in most of the Customer Funded projects.
In 2017-18 Ministry of Railways has identified certain projects of rail connectivity, station redevelopment and private freight terminals among others to be taken up through Extra Budgetary resources including PPP.
To facilitate private investment, Ministry of Railways has issued Model Concession Agreements (MCAs) for various models of PPP viz. Non-Governmental Railway model, Joint Venture model, Build, Operate and Transfer (BOT) model, Customer funded model and Sectoral Guidelines for Domestic and Foreign Direct Investment (FDI) in Rail Sector.
