Question : Progress under PMKSY

(a) the details of progress made in the implementation of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) in terms of irrigated area along with expenditure incurred thereunder during the last three years, State/UT-wise;

(b) whether its guidelines contain any provision for according special attention and concessional norms for States/UTs having more water-scarcity and large unirrigated areas and if so, the details thereof; and

(c) the steps taken for proactive implementation of PMKSY in the districts declared as drought affected areas?

(a) Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) has been launched in 2015-16 with the objective of enhancing irrigation coverage and improving the delivery system at the farm level.
The achievement under PMKSY during 2015-16 and 2016-17 is as under:

(b) & (c) Drought Prone areas are given priority under PMKSY. Under AIBP, 56 out of identified 99 projects benefit the DPAP areas. Further, enhanced funding is provided in ratio of 60(Center):40(State) for projects under Drought Prone Areas Programme (DPAP) as compared to projects in general area under AIBP and HKKP as per guidelines of the scheme. Also enhanced rate of assistance is provided to the farmers in DPAP area for installation of micro-irrigation systems.
As per guidelines of PMKSY, the District Irrigation Plan (DIP) is the cornerstone of Planning and implementation of programme. While preparing the DIPs availability of water resources and water requirement for agricultural sector and other location specific requirement are kept into consideration.
