Question : HEALTH CARE CENTRES



(a) whether the Health Care Centres in the country are inadequate to meet the situation;

(b) whether the Government have not even utilized the grants received from the International Agencies including World bank for Health Care Programmes;

(c) if so, the amount received from the World Bank and the utilization thereof during the last three years, State-wise, project-wise;

(d) whether the Government propose to introduce more health projects with the assistance of World Bank;

(e) if so, the details thereof;

(f) whether the Government propose to set up more health care centers in the country particularly in backward/tribal areas of the country;

(g) if so, the details thereof; and

(h) the steps taken by the Government to ensure basic health services during the remaining Ninth Five-Year Plan Period?

(a) Yes, Sir. There is some shortage in the number of Health Care Centres in the country.

(b) & (c) State health systems development projects with World Bank assistance for improving the secondary level health system are under implementation in Andhra Pradesh, West Bengal, Orissa, Punjab and Maharashtra. Two World Bank assisted projects namely VIII India Population project and IX India population Projet are under implementation. A World bank assisted VII India Population Project is also under implementation in 5 states of Punjab, Haryana, Bihar, Gujarat and Jammu & Kashmir. Reproductive and Child Health Programme under the joint funding of World Bank, UNICEF, UNFPA. EC and other bilateral donors is being implemented in all the states.


Under India population projects VII, IPP-VIII and IPP-IX the World Bank has agreed for a total credit of $64 millions, $ 79 millions and $88.6 millions respectively. The amount received from the World Bank under State health systems development projects (project outlay), IPP-VII project. IPP-VIII project and IPP-IX project and the expenditure incurred on the last 3 projects is placed at Annexure-I.


As far as Reproductive and Child health Programme is concerned the assistance from World Bank is in the form of soft loan against the actual expenditure. Since, 1997-98 reimbursement of Rs. 232.56 crores has been filed with the World Bank.


For implementing Revised National TB Control Programme in 102 districts of the country, the World Bank has agreed to provide assistance of US $142 million (equivalent to Rs.604 crores). Funds released from 1996-97 to 1998-99 are at Annexure-II.

As regards National AIDS Control Programme the position of funds released to various states/UTs etc. is indicated at Annexure-III.

A World Bank assisted Enhanced Malaria Control Project (EMCP) with 85% share from World bank and remaining 15% from Government of India with a total cost of Rs.891.04 crores is implemented in seven core project states namely; Andhra Pradesh, Bihar, Gujarat, Madhya Pradesh, Maharashtra, Orissa and Rajasthan.

(d) & (e) Yes, Sir. Under State Health systems development projects, proposals have been received from the States of Rajasthan, Uttar Pradesh, Assam, Tamil Nadu, Kerala and Bihar. A proposal on immunization strengthening is under process for the assistance by the World bank on the pattern of Reproductive and Child Health Programme.

(f) to (h) Yes, Sir. The States have been given targets to establish Sub-Centres, PHCs and CHCs under Ninth Plan (1997-2002) and under Annual Plan (1999-2000). The details are placed at Annexure-IV. Under Reproductive and Child health Programme the Central Government is providing funds for strengthening of primarily Health Care Services, provision of medicines, contractual staff and in-service training. A proposal on immunization strengthening is also under process for the assistance by the World Bank on the similar pattern as that of Reproductive and Child Health Programme.
