(a) The Government launched the National Mission on Libraries on 3.2.2014. The main features are a) Creation of National Virtual Library of India, b) Setting up of NML Model Libraries, c) Quantitative and Qualitative Survey of Libraries and d) Capacity Building. The Expression of Interest/Request for Qualification has been invited for Creation of National Virtual Library of India by 29th December, 2014. Project Estimates of Central Libraries under Ministry of Culture and 12 State Central Libraries and 12 District Libraries under 12 States have been approved under modernization of libraries. The work for Quantitative and Qualitative Survey of Libraries is being conducted through an Agency (M/s Indian Market Research Bureau International, Chennai). Expressions of Interest/Bids for Capacity Buildings Programme have been received and are being evaluated.
(b) Yes, Madam.
(c) The purpose of Quantitative and Qualitative Survey of Libraries is to acquire descriptive statistics about the public and other libraries in all the States for the country as a whole. A quantitative survey of 5000 libraries in the country reflecting their major chara- cteristics will be conducted. Thereafter, sample of the users and potential users will be selected to collect detailed information on the qualitative characteristics and performance indicators for the libraries. Primary survey will be undertaken in all the major states/union territories covering both rural and urban areas. The sample size of qualitative survey would be about 7,500 covering all the states and union territories.
(d) Not applicable.
(e) A total fund of Rs. 2.38 crore for the plan period of 12th plan has been allocated for Quantitative and Qualitative Survey of Libraries.
