Government had launched Swachh Bharat Mission (Grameen) [SBM (G)] with effect from 2nd October, 2014, with the main aim to make the country Open Defecation Free (ODF) by 2nd October, 2019, by providing access to toilets to all the rural households in the country. Having achieved the outcomes of the ODF, Phase-II of SBM(G) is now being implemented with the focus on ODF sustainability and to make arrangements for Solid and Liquid Waste Management (SLWM) in all villages i.e. ODF Plus, by 2024-25.
For implementation of the programme, each year State Governments submit their Annual Implementation Plans (AIPs) to the Government of India. The AIPs are to be prepared by consolidation of the annual plans of all the districts/Gram Panchayats. The AIPs contains the details of activities planned to be undertaken by the States during the year and the estimated funds requirement for the same. The AIPs are approved by the National Scheme Sanctioning Committee (NSSC) constituted for the purpose. AIPs of the States/UTs for 2021-22 have been approved by the NSSC in its meeting held on 27th May, 2021. The overall targets set by the States/UTs in their AIPs are as under:
Estimated No. of Individual Household Latrines (IHHLs) (subject to actual demand) 51.05 lakh
No. of Community Sanitary Complexes (CSCs) 1.03 lakh
No. of villages to be covered with Solid Waste Management (SWM) 2.07 lakh
No. of villages to be covered with Grey Water Management (GWM) 1.82 lakh
No. of Blocks in which Plastic Waste Management Units (PWMUs) to be set up 2,458
No. of Districts in which GOBAR-dhan Projects to be taken up 386
No. of Districts in which Faecal Sludge Management (FSM) Plants to be set up 264
State/UT-wise details of the AIP targets are given at Annexure. The total estimated funds requirement for all these activities as projected by the States/UTs is Rs. 40,705 crore out of which Centre and States shares are Rs. 13,982 crores and Rs. 8,332 crore, respectively. Funds to the tune of Rs. 12,730 crore will be made available through the 15th Finance Commission grants for rural local bodies and Rs. 4,138 crore through convergence with Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). Rs. 1,522 crore will be invested by the States through other sources e.g. Business Model, Corporate Social Responsibility (CSR), other schemes, etc.
