(a) whether the Government has any proposal to encourage establishment of heavy industries in various parts of the country including backward regions and provide ample employment opportunities and check migration of unemployed youth;
(b) if so, the details thereof, State/UT-wise;
(c) whether the Government has formulated any National Policy for development of heavy industries in the country; and
(d) if so, the details thereof?

(a) & (b): Industry is state subject. Hence, Department of Heavy Industry has no scheme to encourage establishment of heavy industries in various parts of the country including backward regions. The Department, however seeks to provide technology development as well as environment friendly technologies in the industry through innovative schemes. Many states have involved incentives and schemes for the development and growth of industries including heavy industries. Central Government, through Ministry of Finance, also provides incentives in the direct and indirect tax structure for the growth of industries across the country.
