Question : Curbing of Emission from Aviation Sector

(a) whether the Government is examining possible mechanism to offset higher emissions from rising civil aviation traffic, if so, the details therof;

(b) whether the Ministry has been empowered to flag India''s concerns about the proposed aviation emissions pact, including the move to cap aviation emissions at 2020 levels, if so, the details thereof;

(c) whether India has recently opposed the global pact for curbing aviation emissions proposed by the International Civil Aviation Organisation (ICAO), if so, the reasons therefor;

(d) whether the International Air Transport Association has expressed its disappointment over India''s opposition to global pact for curbing aviation emissions proposed by the ICAO, if so, the details thereof;

(e) the estimated emissions attributed to air traffic in the country; and

(f) the specific ways proposed by the Government to offset the higher emissions from the rising aviation traffic in the country?

(a): No Madam.;

(b): The Ministry of Civil Aviation, with the approval of Union Cabinet, expressed its reservations on capping of aviation emissions at 2020 level during the 39th session of International Civil Aviation Organization?s Assembly. India''s reservation primarily emanated from the Paris agreement, which recognized that the developing countries will take longer to reach its peak emission.;

(c): Yes Madam.In the recent 39th ICAO General Assembly meeting, India opposed the global market based mechanism as it will adversely affect the growth of aviation sector in developing nations.;

(d): No Madam.;

(e): The estimated emission from Indian scheduled airline operators for the year 2015 is around 14.6 million tonnes.;

(f): Directorate General of Civil Aviation has taken various proactive initiatives to offset the higher aviation related emissions and CAR (Civil Aviation Requirement) in this regard is issued time to time.
